Auto Refund For Rejected Orders

I think this feature needs to be actively reviewed again as it is a common and big part of the process.
A previous comment mentioned only deducting after the business accepts the order - this would not work as it would provide opportunity for spam orders, unpaid orders and botting.
However, taking the payment to "hold" status would massively increase efficiency, especially for companies with massive partnerbases.
After taking the payment for hold, it could be automatically reversed when the business rejects the order.
In case of already accepted and later cancelled orders, admin review should stay and no automatic refunds should be made, offering security in that phase.

Instead of auto refund for rejected orders. Wouldn't it be a better work flow if payment was take only if a business accepted the order.
This would avoid unhappy customers that have had their money taken and the business cannot prepare the order.
